Freedom and agency are not the same thing.
Freedom is the ability to move. Is contingent on what the state allows. And it can be given, taken away, and limited. It’s based on external circumstances.
Agency, on the other hand, is an internal posture. It lives inside us. It is our ability to choose.
A prisoner can have freedom stripped away, but not their agency.
